The MABG has been experiencing unexpectedly rapid growth lately. Our informal handling of radio frequencies has not been up to the task. This policy is intended to improve the situation and make it easier for people from other clubs to determine if their channels are available for use.

Overview

The MABG has a two phase system for gaining the right to exclusive use of a radio channel. People wishing to gain access to a channel first reserve the channel for their use. This allows builders to notify the other members of their intent to use the channel. Once the boat is technically certified for battle the reservation is considered an exclusive hold on the channel.

Terms

Reservation: The channel is not actively being used today but will be in the near future
Exclusive hold: The channel may only be used for this specific ship unless the ship's owner grants someone else permission.
Available channel: Any channel that is not reserved or exclusively held.

Process of Reserving a Channel

Any person may reserve an available channel for their exclusive use. However, the person must declare what ship the channel will be used on and demonstrate to the satisfaction of the XO, CO or TO that they already have the hull or are making significant progress building one. At this point the person is said to have reserved the channel.

Once a channel is reserved no other boats may attempt to reserve that channel or be granted an exclusive hold on the channel. However, reserved channels are available for use at meets. Visitors are allowed to use reservered channels until an exclusive hold on the channel is granted.

Reservations last until the boat is completed and certified or twelve months, whichever occurs first. The reservation may be extended if the CO and TO both agree to the extension. However, the TO and/or CO may place conditions about construction progress for the reservation to remain in effect.

Only one boat can have a channel reserved or exclusively held at a time. Each boat can only have one channel reserved or exclusively held.

Gaining an Exclusive Hold

Once a boat is technically certified the channel is considered exclusively held by that boat. The channel remains held until the boat is sold out of the club, the current owner releases the channel, or the twelve consecutive months pass with the boat not participating in a regular club event.

Exclusive Holds:

Once a channel is held for a boat that boat has the exclusive right to that channel. It is up to the owner of that boat it they will allow someone else to use the channel. Every effort will be made to accommodate visitors with channel conflicts but it is at the discretion of the owner of the boat for which the channel is held.

Channel Reservations:

Reservations do not impact what channels are available for a meet. If a boat arrives to a meet using a channel that has a reservation then that boat may use that channel with the referee's approval. This allows visitors from other clubs to continue using channels that are not yet actively in use while keeping members from building boats using the same channels.

If you plan to use one of these channels at a meet it is strongly recommended that you notify the TO and CO beforehand. They will know if the ship is scheduled for certification or if other people had also asked to use the channel.

Note Quite Reserved:

The following channels have not really been reserved for a ship yet but members are known to own radios on these channels and they are likely to be reserved between updates of this list. It is not recommended that anyone else by radios on these channels.
